The reason for the one hour back and forth time in the UK is stated to be that there is a huge difference between the times of sunrise and sunset during the year and in winter when the sun starts to rise very late. Offices and schools start at exactly the last part of the night, as office and school hours usually start at eight o'clock, so the clocks are set back one hour so that the bell rings eight hours late. And no need to change school and office hours. It is as if in winter there are eight instead of their old time at nine o'clock and in summer they go back and start ringing at old time.
